Germany has reached an important milestone in digital mobility. The country’s first fully operational Transport Network Intelligent Transport Systems (TN ITS) platform went live this week, reinforcing Europe’s momentum toward harmonised, authoritative and interoperable road data exchange. The launch also reflects the growing alignment between national digital infrastructure initiatives and the wider ERTICO partner network, which continues to support coordinated European progress toward safer, smarter and more sustainable mobility services.
ERTICO’s Transport Network Intelligent Transport Systems (TN ITS) platform is a multistakeholder innovation environment hosted by ERTICO that brings together road authorities and service providers to support harmonised, authoritative and standardised road data exchange across Europe, fully aligned with NAPCORE and the DATEX II Part 14 framework. Transport Network Intelligent Transport Systems (TN ITS) has been recognised by the European Commission as the de facto standard for the seamless exchange of road data changes, referenced in the Real Time Traffic Information Delegated Regulation 2022 670 Articles 4 and 5.
For ERTICO – ITS Europe and the wider TN-ITS community, the German deployment is significant because it illustrates how standards-based publication can strengthen the mobility data chain from road authority to service provider. It also offers a useful reference point for related work across TN-ITS, NAPCORE, TISGRADE and future data-sharing initiatives.
Germany’s first TN ITS service: powered by Baden Württemberg’s Digital Traffic Sign Register
The deployment is built on Baden Württemberg’s new Digital Traffic Sign Register, developed by Trafficon for the Ministry of Transport. The system digitises the full lifecycle of traffic regulation orders (TRO), from drafting and review to installation, updates and archiving, creating a statewide digital twin of all regulated traffic signs.
This digital workflow ensures that authoritative traffic sign information is consistently captured, validated and maintained, forming a reliable foundation for downstream mobility services.
The platform publishes continuously updated traffic sign data through MobiData BW and the Mobilithek, now enriched with a Transport Network Intelligent Transport Systems (TN ITS) compliant endpoint. Automotive, navigation and mobility service providers can access standardised, machine readable and authoritative updates directly from the source, fully aligned with European interoperability requirements.
Implications for Stakeholders
Authoritative
Traffic sign changes now flow directly from public authorities into industry systems, improving reliability for digital mobility platforms (DMP) navigation, advanced driver assistance systems (ADAS) and intelligent speed assistance (ISA).
European interoperability
The Intelligent Transport Systems (ITS) Directive and the Real Time Traffic Information (RTTI) Delegated Regulation, supporting harmonised road data exchange across borders.
Open-source
the entire system will be released on OpenCode.de, enabling transparency, reuse and cross regional adoption.
Future proof
Digital regulation workflows support safer transport planning, more efficient operations and scalable deployment of connected mobility services.
This deployment positions Germany as a strong contributor to Europe’s emerging ground truth for trusted mobility data, complementing ongoing work under Transport TN ITS, NAPCORE and the DATEX II Part 14 standard.
What’s next?
Germany’s first Transport Network Intelligent Transport Systems (TN ITS) platform represents a decisive step toward consistent, authoritative and interoperable road data across Europe. As more regions adopt digital regulation workflows and TN ITS endpoints, the continent moves closer to a unified ecosystem where trusted road data seamlessly supports navigation, intelligent speed assistance (ISA), automated driving and multimodal mobility services.
The launch also opens the door for broader collaboration, from shared validation approaches to open source tooling and alignment with European digital infrastructure initiatives. The launch also points forward to a broader discussion on how trusted road data can be reused in future CCAM and mobility data environments. In that respect, it forms part of the pathway towards projects such as Fuse4CCAM, which aim to strengthen the data backbone for future mobility services.
